Most of the non-wasteland fences are broken when it comes to textureshadows. Turns out this is because a bug in vrad when $basetexture has a .vtf extension. It just doesn't recognize it.
Here's a vpk fix with instructions, you don't need to distribute the patched materials with your vpk as the changes only matter during compiling. I may have missed some models, but most if not all the fences and police barricades are covered
